Organitation menu doesn't work

Dear, when a person enters to manage the crosschex portal, which has been assigned the permissions of enroller or supervisor, and clicks on the “Organization” option in the top menu, it redirects to a page with Error 404.
This error only happens with users who do not have system administrator permission, if I assign all permissions as system administrator, then the button works.

It’s a problem maybe caused by the cache not being cleared. The title bar should be different for administrators and non-administrators. Please try to enter the page in incognito mode.

New computer, incognito mode, new browser and menu doesn’t work. Only with system admin rol, the menu works.
