we need to deny user to sign by fingers they have to us id card to attend and the same time we need to save the fingers as a second solution if they forgot or lost the ID card.

When you add or modify a user, it is possible to select the authentication method… Which can be:
Only Finger
Only Card
Fingerprint + Card
You can set accordingly
